If I remember correctly, it was a Dell laptop. it seems that his drivers are bad. After a certain point, the drivers for the nvidia card in it all had errors with the powermizer. Something about it changing the frequency of the refresh rate I think. Turning off the powermizer can stop the flickering on the screen but makes some program not work. He chose to simply give up on Windows 7 and go back to Vista.
